Ho Chi Minh City Open University and Chaudhary Charan Singh University, Meerut (India) signed a cooperation agreement.

On the morning of May 28, 2025, at Room 704, 35-37 Ho Hao Hon campus, Ho Chi Minh City Open University (HCMCOU) held a signing ceremony for a Memorandum of Understanding (MOU) with Chaudhary Charan Singh University, Meerut (India). The cooperation agreement aims to strengthen academic exchange, scientific research activities, and cultural exchange between the two universities, thereby contributing to the improvement of training quality and the expansion of international study and experience opportunities for the University’s students.

Overview of the Ceremony

The signing ceremony was honoured to welcome the following delegates: From Ho Chi Minh City Open University (HCMCOU): Dr Senior Lecturer. Le Xuan Truong – Vice President; Assoc. Prof. Dr Nguyen Ngoc Bao Chau – Head of the Faculty of Biotechnology. From Chaudhary Charan Singh University, Meerut (India): Prof. Sangeeta Shukla – Vice Chancellor; Prof. M. K. Gupta – Pro-Vice-Chancellor. The event was also attended by distinguished lecturers and faculty members from both institutions.

Speaking at the program, Dr Senior Lecturer. Le Xuan Truong, Vice President of Ho Chi Minh City Open University, extended a warm welcome to the delegation from Chaudhary Charan Singh University and expressed his delight that the two institutions were taking a significant step forward in expanding international cooperation, aimed at improving the quality of training and promoting scientific research activities.

Representing the partnering institution, Prof. Sangeeta Shukla, Vice Chancellor of Chaudhary Charan Singh University, Meerut, stated that, in the spirit of friendly cooperation, the University aims to implement student and faculty exchange programs between the two institutions.

“This will be an invaluable opportunity for students and lecturers from both sides to access diverse academic environments, develop specialised skills, and enhance cultural understanding.”

“Currently, Chaudhary Charan Singh University has many support policies for international students, including arranging convenient accommodation, providing scholarships, and regularly organising cultural exchange activities to help international students quickly adapt and integrate into the study environment in India,” Prof. Sangeeta Shukla added.

According to the content of the agreement, the two institutions exchanged and discussed key focal areas, specifically: Implementation of student and faculty exchange programs; Development of joint training programs (double degree programs); and Promotion of cooperation on research projects. These activities are considered practical measures to strengthen academic exchange and improve the quality of education.

This event marks an important step forward in the cooperative relationship between Ho Chi Minh City Open University and Chaudhary Charan Singh University, Meerut (India), opening up numerous comprehensive development opportunities for students and simultaneously creating a solid foundation to promote academic exchange and research collaboration between the two institutions in the future.
