POSITION AND FUNCTIONS
Advise the President on administrative and general affairs; security and order; management and coordination of the university’s vehicles; management of land, buildings, facilities, and the university’s equipment and machinery.
RESPONSIBILITIES
- Coordinate with relevant departments to compile, manage, monitor, and expedite the implementation of the university’s general policies, work plans, and overall reporting.
- Advise, develop plans, and organize the implementation of security, order, fire prevention and fighting, and the university’s militia and self-defense activities.
- Carry out administrative tasks including clerical work, documentation, archiving, printing, document duplication, and management of the university’s official seal in accordance with current legal regulations.
- The department head serves as the secretary for meetings of the Board of Presidents and other meetings chaired by the Board of Presidents.
- Lead and coordinate with relevant units to carry out the university’s reception and protocol duties. Responsible for ceremonial arrangements, decorations, sound, lighting, and ensuring all necessary conditions for university-wide events and conferences organized by the Party Committee, the Board of Presidents, and affiliated unions.
- Manage the university’s EGOV electronic administrative management system.
- Schedule and post the university’s weekly work agenda on its website.
- Manage and coordinate the use of the university’s vehicles for official duties.
- Develop both short-term and long-term plans for equipment procurement to support the university’s development needs.
- Propose options for the use of office spaces. Oversee minor repairs, maintenance, upgrades, renovations, and small-scale procurement of equipment for offices and learning facilities.
- Take responsibility for identifying and proposing locations for lease to support the university’s teaching and learning activities.
- Organize and implement occupational safety and health protection across the university.
- Organize annual inventories, manage assets, and propose the disposal of expired assets. Evaluate the effectiveness of equipment procurement and usage across university departments.
