POSITION AND FUNCTIONS
Advise the President on organizational restructuring, personnel work, emulation and commendation, discipline, and the management and implementation of policies and regimes for the university’s staff and employees.
RESPONSIBILITIES
- Propose plans for building, strengthening, and restructuring the university’s organizational system; organizational structure, staffing, functions and duties of units; establishment, dissolution, and merger of units.
- Develop plans and strategies for the recruitment, training, fostering, development, and placement of the university’s staff and employees, and submit them to the President for consideration and approval.
- Prepare staffing plans; plan recruitment, training, fostering, and development of the staff; coordinate with units to implement recruitment of new staff and employees; draft long-term and short-term labor contracts for the President’s approval.
- Advise on personnel matters for the President to make appointment decisions; organize drafting of normative legal documents of the university within the assigned field.
- Manage staff according to the President’s delegation; assign staff codes and manage personnel files and records; handle personnel procedures related to study and work both domestically and abroad; manage staff returning from study or work abroad to rejoin the university.
- Coordinate with the Finance – Accounting Department to propose salary, bonuses, welfare policies, additional income, and other income sources of the university for the President’s approval.
- Advise the President on annual staff evaluations. Serve as the standing committee for councils on emulation and commendation, discipline, salary grade promotion, allowances, and proposals for extending service time for staff approaching retirement age.
- Coordinate with units to handle procedures for rank promotion, title nomination, exam applications for rank advancement, qualification for professor/associate professor titles, nomination for national teacher titles such as People’s Teacher and Excellent Teacher, awarding medals and other honors for individuals and units within the university.
- Collaborate with units and staff to monitor, inspect, propose, and resolve policies related to salary raises, commendations, discipline, retirement, disability, resignation, occupational safety, health insurance, social insurance, accident insurance, unemployment insurance, and other welfare policies.
- Cooperate with units to review and propose solutions for complaints and denunciations related to university staff.
- Issue leave certificates, certification letters, and confirmations for university staff.
- Issue travel permits for staff assigned to business trips.
- Assign lecturer codes and manage files of visiting lecturers.
