POSITION AND FUNCTIONS
The Internal Regulation is a functional unit under Ho Chi Minh City Open University (hereinafter referred to as “the University”), responsible for advising and assisting the President in conducting inspections, examinations, and supervision of legal compliance within the University; promoting and disseminating legal knowledge; ensuring the University’s operations adhere to the law; and performing other duties as assigned by the President.
RESPONSIBILITIES
- Develop and implement the annual inspection plan as approved by the President.
- Inspect and review the development and completion of documents that provide a legal framework for the University’s operations; examine compliance with policies and laws related to higher education within the University.
- Inspect and supervise the implementation of educational goals, plans, curricula, content, teaching methods, training regulations, working regulations, and other necessary conditions to ensure the integrity of examinations and the issuance of diplomas and certificates; monitor compliance with regulations on textbooks and lectures; manage finances, assets, scientific and technological activities, and other conditions that ensure the quality of education and training.
- Inspect and examine compliance with laws related to the organization and operation of units, organizations, and individuals within the University.
- Inspect compliance with teaching regulations for lecturers (class hours, learning schedules, implementation of curriculum and teaching plans). Review the working hours and duties of staff and employees across the University.
- Inspect and supervise the organization of entrance exams, competency assessments, final course exams, and other examinations under various training programs of the University.
- Monitor and inspect compliance with regulations on transparency in the field of higher education.
- Provide legal consultation on activities and operations of the University.
- Comment on draft regulations, rules, and documents submitted by internal or external entities for feedback.
- Organize legal education, law dissemination, and communication of internal rules and regulations to staff, employees, and students.
- Carry out anti-corruption duties in the education sector in accordance with the Law on Anti-Corruption.
- Develop and implement plans and programs for anti-corruption, thrift practices, and prevention of waste; supervise the implementation of such practices according to legal regulations; take preventive and responsive actions against corruption within the University.
- Receive citizens and resolve complaints and denunciations in accordance with the law.
- Perform other tasks as assigned by the President.
