RESPONSIBILITIES

– Develop master plans and investment plans for infrastructure development in line with the university’s strategic orientation.
– Prepare and implement projects according to approved plans, from the project preparation phase to the completion of construction and commissioning of works; organize auditing and final settlement of completed projects in accordance with current legal regulations.
– Prepare capital plans for construction investment; proactively seek funding sources; carry out necessary procedures related to funding applications or loans.
– Organize the implementation of contractor selection plans in accordance with current legal regulations.
– Organize appraisal and approval of total cost estimates; manage project volume, quality, progress, construction costs, safety, and environmental hygiene.
– Organize construction quality inspections; organize acceptance and handover of completed works for operation and use.
– Propose to the President measures to ensure and improve project quality or construction progress (including proposing modifications or replacements of contractual terms if necessary).
– Regularly update and review regulations, mechanisms, and state policies on construction investment to promptly advise the Rector on effective and lawful project management.
– Take the lead in drafting and submitting for the President’s approval regulations, guidelines, and templates related to the university’s construction investment activities.
