the office of human resources was founded on 1/8/2010 based on separating the function of human resources management previously belonging to the office of administration according to Decision No 681/QĐ- ĐHM dated 28/7/2010 of the rector of Ho Chi Minh city Open university.
Consulting Rector about completing the university personnel system, human resources work, emulation and rewarding, disciplining, managing and performing human resources policies for staffs of the university.
Proposing solutions for building, improving and completing personnel system of the university. Composing functions and missions of departments, founding, dissolutions, merging departments.
Managing officers, staffs according to entitling of the rector, issuing staff ID and managing profiles, resumes, perform human resources procedures, entitling staffs to study domestically and overseas, go on business domestic and foreign business trips.
Coordinating with Office of finance and accounting in proposing salary, awards, allowances, added income and other incomes policies of the university for rector to approve.
Consulting the rector about annually evaluating officers, staffs. Being permanent in committees including: emulation and rewarding, disciplining, salary, allowance raise considering, working period extension considering for officers, staffs who are at the retirement age.
Coordinating with relating departments in performing procedures to transfer job titles, considering academic titles, propose exams for upgrading level, considering professor – associate professor.
Coordinating with departments to propose solutions to solve complaining, denouncing requirements relating to officers, staffs in the university.
Issuing lecturers ID and reserving guest lecturer profiles.
