On 4 September 2018, Ho Chi Minh City Open University has signed a Memorandum of Understanding (MoU) with National Center for Genetic Engineering and Biotechnology (BIOTEC), Thailand. Representer for the MoU signing was Associate Professor Nguyen Minh Ha, Vice Rector of Ho Chi Minh City Open University and Dr Le Thai Thuong Quan. Dr. Somvong Tragoonrung, Execituve Director and Dr. Kuakoon Piyachomkwan, Deputy Executive Director were representers for BIOTEC, Thailand.

The Memorandum of Understading signed between Ho Chi Minh City Open University and BIOTEC marked a sucessful beginning on collaboration outputs. The MoU aims to achieve long-term cooperation in join research; visiting lectures and scholars, co-hosted seminars, workshops, and training programmes on Applied Biotechnology in Agriculture-Environment Sciences, Biomedical Sciences, and Food Biotechnology.
