THE CEREMONY TO RECEIVE THE SECOND-CLASS LABOR MEDAL AND THE 29TH ANNIVERSARY CELEBRATION OF FOUNDATION OF HO CHI MINH CITY OPEN UNIVERSITY (HCMCOU)

Founded in 1990 and became a public university since 2006, HCMCOU is a multidisciplinary university under the Ministry of Education and Training with a mission of undergraduate and graduate training by full time training, continuing education and satellite point training, etc. to meet the diverse learning needs of society, contributing strengthening scientific – technical employees to the country. Founded on June 15, 1990, HCMCOU has 29 years of construction and development. Therefore, at 9:00 on June 16, 2019, HCMCOU solemnly held the Ceremony to receive the Second-class Labor Medal and the 29th Anniversary Celebration of the University’s foundation (June 15, 1990 to June 15, 2019).

At the ceremony, HCMCOU was honored to welcome:

- For leaders of the Ministry of Education and Training, the guests including Assoc. Prof., PhD. Nguyen Van Phuc –Deputy Minister of Education and Training, Former Secretary of the Party Committee, Former Rector of HCMCOU; Mr. Ta Ngoc Don - Director of Department of Science, Technology and Environment; Mr. Pham Quang Hung - Director of International Cooperation Department; Mrs. Nguyen Thi Thanh Minh - Deputy Director of Emulation and Commendation Department; Mr. Nguyen Son Hai - Director of Information Technology Department; Mrs. Khieu Thi Nhan - Chief of the Office of National Education Science Program.

- For leaders of provinces, there was the attendance of Mr. Pham Van Ranh - Member of the Party Central Committee, Secretary of Provincial Party Committee, Chairman of the People’s Council of Long An province; Mr. Pham Tan Hoa - Vice Chairman of People’s Committee of Long An province, Mr. Pham Thien Kha - Permanent Deputy Secretary of universities and colleges in Ho Chi Minh City; Mr. Pham Chi Tam - Vice Chairman of Ho Chi Minh City Federation of Labor; Ms. Vu Thi Ngoc - Head of Southern Representative Office of National Education Union of Vietnam; Mr. Nguyen Van Hieu - Deputy Director of HCMC Department of Education and Training; Mr. Pham Kieu Hung – Permanent Vice Chairman of Vietnam Student Association of Ho Chi Minh City. In addition, there was the attendance of representatives of departments, branches and unions in Ho Chi Minh City, representatives of universities and colleges around the country, representatives of affiliated units, enterprises supported the school over the past time.

- For leaders of HCMCOU, there was the attendance of Prof. D.Sc. Cao Van Phuong - Former Rector of Ho Chi Minh City Semi-Public Open university; Assoc. Prof., PhD.  Le Bao Lam - Former Secretary of the Party Committee, Former Rector of HCMCOU, Assoc. Prof., PhD.  Nguyen Thuan - Former Vice Rector of HCMCOU, MA. Le Anh Tuan - Former Vice Rector of HCMCOU, PhD. Le Thi Thanh Thu - Chairman of Council  of HCMCOU, MA. Do Sa Ky - Secretary of the Party Committee of HCMCOU; Assoc. Prof., PhD.  Vu Huu Duc - Vice Rector, person in charge of HCMCOU; Assoc. Prof., PhD.  Nguyen Minh Ha - Vice Rector of HCMCOU. Besides, there was the attendance of teachers in the Party Committee, the University Council, leaders of units, school officials and employees, representatives of Union, Youth Union, Veterans Association and Student Association along with Alumni representatives and students studying at the university.

Looking back on the 29 year journey, the University has continuously grown in all aspects, has trained and provided the country with more than 120,000 bachelors, engineers, masters and doctors. At the beginning, there were only over 1,000 students with 12 officials and staff, so far, the annual training scale has reached nearly 25,000 students (full time: 13,119 students, learners; distance learning and part time: 11,762 students) and with 641 officers, officials, and lecturers. The University always promotes innovation in teaching methods in the direction of practical and applicable cohesion, learner-centered education, class sizes are reduced to improve the quality of training and organize thematic seminars, workshops, talk- shows related to the fields of study, send students to practice in enterprises, apply case exercises into subjects. In order to make science study as an important activity of lecturers, in addition to the policy of supporting and rewarding lecturers who have achieved good scientific research achievements, the university has the lecturer evaluation policy in association with science research results.

The university always well fulfills its political tasks, effectively contributes into human resources training career for the country. The university is always highly appreciated by society, recognized by the Party and the State by noble rewards such as Third-class Labor Medal (2005), Emulation Flag of the Government (2010), Emulation Flag of the Ministry of Education and Training (2017), Laudatory Writing of the Ministry of Education and Training (2010), Traditional Flag of the People’s Committee of Ho Chi Minh City (2010), the title of Excellent Collective Labor over the years  of 2007, 2008, 2010, 2011, 2012, 2015, 2017, 02 Certificates of Merit from the People’s Committee of Ho Chi Minh City (2009, 2013), etc. In addition, the University also received many certificates of merit from central and local mass organizations for its practical contributions to industries and these localities.

Up to now, the University has trained from undergraduate and graduate to doctoral levels, including 05 doctorate degree majors, 10 master degree majors, 22 massive majors and 09 majors of the high quality program. The total number of affiliate study abroad programs for master training is 06 programs. The total number of affiliate study abroad programs for undergraduate is 03 programs. The university defines the mission “contribute to promotion of the learning society development through the transmission of knowledge by the most flexible and convenient methods for learners”, bringing learning opportunities to people with many various types of training: traditional training on lecture halls, distance learning and online learning. Vision to 2023 is to become the leading multidisciplinary public university in Vietnam with the orientation of knowledge application and dissemination and community service, in which distance training activities will develop at regional level.
