Accordingly, 28 new bachelors were recognized to graduate from the International Trade Joint Program at the Commencement Ceremony solemnly held on the afternoon of February 28, 2023, at Hall 202 at campuses 35 - 37 Ho Hao Hon, District 1, Ho Chi Minh City. Attending the ceremony, there were Prof. Dr. Nguyen Minh Ha – President of the University; Dr. Nguyen Hoang Sinh – Vice Dean of the Faculty of Business Administration; Dr. Pham Ha – Dean of Faculty of Finance and Banking; MSc. Vo Ho Hoang Phuc – Rouen Joint Program Director; lecturers and staff of the Business Administration Faculty, and especially, there was the presence of 28 new graduates and their relatives. 

Ho Chi Minh City Open University cooperates with Rouen Normandie University (France) to facilitate the training of the International Trade Joint Bachelor’s Program. This program has gained high recognition in France as well as in Europe towards employment and good integration in the modern globalized and competitive economy. 

Speaking at the Commencement Ceremony, Prof. Dr. Nguyen Minh Ha - President of the University warmly congratulated the 28 newly graduated bachelors. He believes that this is a good opportunity for learners to improve their professional qualifications, skills and develop their careers in the future after graduation.

At the same time, President Nguyen Minh Ha highly appreciated the joint training activities between Ho Chi Minh City Open University and Rouen Normandie University - France, looking forward to the cooperation relationship between the two sides to be increasingly tightened and many more practical and effective programs were implemented. 

In the excitement, representatives of new bachelor Nguyen Ngoc Mai Truc (cohort 2018) and new bachelor Le Quang Dinh (cohort 2019) gave emotional gratitude speeches to the Board of Directors and lecturers of Ho Chi Minh City Open University and Rouen Normandie University (France), and at the same time expressed pride in their own achievements after a journey of continuous efforts and hoped to excel further for higher education at the University in the upcoming time.
