On November 6, 2021, Ho Chi Minh City Open University celebrated the 15th Anniversary of the Ho Chi Minh City Open University Journal of Science (2006 - 2021); and officially announced that HCMC Open University Journal of Science was accepted to the ASEAN Citation Index (ACI) system and DOAJ International Open Access Journal Directory System.

Attending via Zoom, HCMC Open University sincerely welcomed the Deputy Secretary of Party Affairs Committee, Deputy Minister of Education and Training - Assoc. Since its establishment on November 15, 2006, (Ministry of Culture and Information, now called the Ministry of Information and Communications (MIC) under the MIC printing press license No. 169/GP-BVHTT), the journal of science has never ceases to develop from a multidisciplinary academic journal that publishes quarterly for printing (general issue) in Vietnamese language only so far, HCMC Open University Journal of Science now has 6 specialized journals and is published monthly in both ​​Vietnamese and English. All these 6 journals are included and highly ranked in the Scientific Journal Rankings of 84 scientific journals in Vietnam based on the Impact Factor (IF) and the H-index in accordance with international practice in more than 400 journals of the list are scored by the State Council of Professors.

By August 2021, these 6 journals have also been accepted to the DOAJ - Directory of Open Access Journals. Two of these were accepted into the ACI - ASEAN Citation Index system at the end of October 2021. According to statistics, as of October 2021, Vietnam has 25 scientific journals accepted into the ACI database.

ASEAN Citation Index - ACI is a common database of citation indicators for the entire Southeast Asia region, bringing scientific research works from the national citation index (NCI) system of member countries connected to world-prestigious scientific databases such as: Web of Science, Scopus.

ACI was established in 2011 as the foundation of the citation database of scientific publications in academic journals in Southeast Asia. In addition to archiving, searching for articles and citing science, ACI helps to classify and evaluate the quality of scientific journals of countries in the region; gather and systematize scientific publications of ASEAN member countries in order to share research results on a global scale.

To be included in ACI, the journal of science need to meet the standards asymptotic to the world's leading prestigious citation systems including 6 criteria in round 1 and 9 criteria in round 2 such as: Persuasive editorial policies; Double-blind review policy; Geographic diversity of editorial board members; Good diversity in authorship; Academic contributions to the journal's research area; Quality of Abstract; Quality and relevance of the journal to the aim and scope of the journal's content, etc.

At the ceremony, individuals and collectives have contributed to the formation and development of the Ho Chi Minh City Open University Journal of Science; Individuals contribute as authors, reviewers and editors in the Journal's development process; The authors' collectives with highly cited articles in the fields have received awards and medals from the Ministry of Information and Communications and Ho Chi Minh City Open University.
