On May 9, 2023, in Toowoomba City, Queensland, Australia, Ho Chi Minh City Open University (HCMCOU) and the University of Southern Queensland (UniSQ) signed a cooperation agreement to collaborate on a 2+2 and 3+1 joint training program in the fields of Finance, Marketing, International Business, HR, and Leadership at the undergraduate level. Leading the delegation was Prof. Dr. Nguyen Minh Ha, the President of the University. The two parties agreed on the following collaboration:

- Organizing short-term study tours at UniSQ and specialized training courses at Ho Chi Minh City Open University.

- Working towards implementing a joint PhD program and offering a bachelor's degree program (2+2 or 3+1) in Aviation Management.

- UniSQ will be responsible for delivering the second phase of the program, including two online courses with teaching assistance from HCMCOU and four courses taught by UniSQ lecturers in Vietnam for the Master's program in English Language Teaching.

- Organizing a Master's program in Law under the accreditation of UniSQ. The organizational model proposed is similar to the Master's program in English Language Teaching: Phase 1 will be conducted by Ho Chi Minh City Open University with six courses, and Phase 2 will be conducted by UniSQ with six courses, including two online courses with teaching assistance from HCMCOU and four courses taught by UniSQ lecturers in Vietnam.

Over the past 15 years of collaboration, the two universities have covered all levels of education, including undergraduate, postgraduate, and doctoral programs.

On this occasion, the delegation also visited and worked with Victoria University-VU in Melbourne City, Victoria State, on May 11, 2023. The two parties discussed the possibility of organizing a Master's program in English Language Teaching, a Master's program in Law, as well as the potential for a bachelor's degree program (2+2 or 3+1) in Business Administration.
